Monster movies don't have to be about the monster.

In order to build attention for a horror movie, you have to establish characters that you can relate to and invest in. If you don't, then it's just a piece of plastic mask that you're showing in front of the camera and asking people to be scared of it. If the characters are afraid, then it translates to the audience. This movie establishes a lot of colorful characters that you can get invested in and while it doesn't land perfectly on every shot, it does build itself to be a good movie.
